Introduction/ Background

AU-IBAR is implementing a 5-year project on “Strengthening the Capacity of African Countries to Conservation and Sustainable Utilisation of African Animal Genetic Resources”, which supports the implementation of the Global Plan of Action (GPA) for Animal Genetic Resources (AnGR) in Africa, in line with the current AU-IBAR strategy.

In this context, AU-IBAR is formulating technical, administrative and legal procedures and standards for the collection and exchange of animal genetic materials at regional level as a prerequisite for the establishment of regional gene banks (virtual and physical).

An Expert meeting will be held from 21st– 23rd April 2016 in Kigali, Rwanda. AU-IBAR will handle all meeting logistics.

Objectives of the Meeting

The overall objective of the Expert meeting is to develop standards operating procedures for the management of regional gene banks for animal genetic resources in Africa.

More specifically the meeting will:

  • Develop technical procedures for the collection, handling, transport and storage of animal genetic materials (semen, embryos, oocytes ovaries, somatic cells, DNA, whole blood samples)
  • Develop administrative and legal procedures for the movement of animal genetic materials in the context of the implementation of the Nagoya Protocol for Access and Benefit-sharing
  • Develop legal and administrative procedures for access rules (public-private partnerships), use of the gene bank materials, the issues on ownership and type of agreements (Material Transfer Agreement)
  • Design and implement a framework for networking of national and regional gene banks (virtual gene bank) for information sharing (standardized policies and procedures for documentation)
  • Formulate a sustainability plan/framework for the regional gene banks

In the above regard AU-IBAR is through due diligence seeking to identify and engage the services of two (2) consultants to facilitate the Expert’s meeting on the development of standards operating procedures for the management of regional genebanks for animal genetic resources.

Objectives of the Consultancy

The consultants will be responsible for the smooth running of the meeting including but not restricted to:

  • Advise the conveners on the processes and meeting agenda
  • Design an appropriate process of the meeting leading to the desired results
  • Facilitate the process before and during the meeting
  • Facilitate the plenary sessions of the meeting
  • Coordinate a team of note taking and report writing
  • Deliver all presentations and Group Discussions guiding material to AU-IBAR
  • Produce documentation of the proceedings of the meeting including the recommendations and draft the meeting report to be submitted to AU-IBAR.

Scope of Work

The methodology of the meeting will include brainstorming, working sessions and plenary discussions. It will use the participatory process that allows the ideas of individuals to be tested, argued, amplified and refined through constructive discussions with others. The Consultants will undertake to perform the services with the highest standards of professional and ethical competence and integrity. The Consultants are strongly encouraged to develop highly interactive and practical outputs for this consultancy.

The meeting will be managed by the two professional facilitators (1 expert in legal issues and 1 expert in technical issues) able to facilitate the process. The identified professional will work closely with the project team to agree on appropriate content and structure of the sessions that will lead to the achievement of the objectives and outputs described above.

Each facilitator will at the end of the meeting be given five (5) days to gather/synthetize the information and submit documents on:

  • the administrative and legal procedures for collection, packaging, storage, transfer and movement (delivery) of animal genetic materials to the regional gene banks
  • technical procedures for collection, packaging, storage, transfer and movement (delivery) of animal genetic materials to the regional gene banks.

Key Deliverables

  1. Facilitation of 3days interactive meeting.
  2. Produce simple handouts/presentation in favor of each session.
  3. Prepare and share the draft meeting report within 1 week of meeting end.

Consultant Qualifications

The consultants should have more than five years’ experience in developing and facilitating stakeholders’ consultations in an African context. The successful consultants should have excellent soft skills. Possession expertise in knowledge management would be an added advantage.

In addition the consultant(s) should have the following experience and skills:

  • Expert in legal issues: more than 5 years of professional experience in AnGR management, experience in international policy making and negotiations, environmental laws, particularly on access and benefit sharing.
  • Expert in technical issues: more than 5 years of professional experience in AnGR management, reproduction technology and animal breeding and genetics.
  • Both should have solid understanding of the national, regional livestock, agricultural policies, regulations, planning and investment process for the management and development of AnGR in Africa;
  • Fluency in English and/or French;
  • Good interpersonal skills and ability to work with people of different cultures and professional backgrounds.

Remuneration

The total duration of the service for the technical resource person is 10 days. It includes 2 days preparation at 300 USD, 3 days technical support in facilitation at 300 USD and 5 days to gather/synthetize the information, and submit the documents at 300 USD. No fees during travel days but DSA, full DSA at meeting location aligned with AU-DSA rates.

Duration

Work is expected to start by April 19, 2016 and conclude by April 29, 2016. The Consultants may be an individual or company and should be able to assume duties by April 19, 2016.

Timeline

Consultants are required to provide Technical and Financial Proposals taking into consideration the maximum available budget for each consultancy. The deadline for submission of proposals is Thursday April 13, 2016 at 15:00 Nairobi, Local Time.
